one-day seminar covers source selection criteria that result in
identifying and selecting sources that are capable of achieving
performance excellence.
Based
on the Baldrige National Quality Program's Criteria for Performance
Excellence, this seminar is designed to assist acquisition professionals
in identifying evaluation criteria that go beyond how well a proposed
solution may meet performance requirements to evaluating an offeror's
likelihood of achieving high quality performance.
The seminar is
designed to introduce the participant to the tasks and skills required to
successfully attract innovative, competitive offers and evaluate proposals
that will meet performance requirements as well as achieve excellence in

Morning
Session
Overview
of PBSA - A summary of
overall objectives of PBSA and its key components.
Includes a brief comparison of PBSA and design or
specification-based acquisitions.
Proposal
Evaluations -
An introduction to the types of risk inherent in preparing and evaluating
proposals. This session identifies tools and techniques for
mitigating proposal risk and introduces the concept of using criteria for
mitigating performance risk.
Characteristics
of High Performance Organizations - A discussion of the core
values and concepts that are found in high performance organizations.
The Baldrige criteria are results-oriented indicators that are used to
measure and assess an organizational performance practices, capabilities

afternoon session is devoted to a series of case studies and directed
discussions that actively engage the participants in considering:

criteria that are indicators of an offeror's likelihood of achieving
performance excellence.

to prepare a successful proposal that demonstrates both the strength
of the proposed solution as well as the ability to achieve performance
excellence.

to evaluate proposed solutions against performance criteria.

to evaluate proposed offeror against criteria for performance
excellence.

selection criteria that result in identifying and selecting sources that
