SELECTING HIGH PERFORMANCE CONTRACTORS

This one-day seminar covers source selection criteria that result in identifying and selecting sources that are capable of achieving performance excellence.

Based on the Baldrige National Quality Program's Criteria for Performance Excellence, this seminar is designed to assist acquisition professionals in identifying evaluation criteria that go beyond how well a proposed solution may meet performance requirements to evaluating an offeror's likelihood of achieving high quality performance. 

The seminar is designed to introduce the participant to the tasks and skills required to successfully attract innovative, competitive offers and evaluate proposals that will meet performance requirements as well as achieve excellence in service delivery.  Following is an overview of the seminar:

Morning Session

Overview of PBSA -  A summary of overall objectives of PBSA and its key components.  Includes a brief comparison of PBSA and design or specification-based acquisitions.

Proposal Evaluations - An introduction to the types of risk inherent in preparing and evaluating proposals.  This session identifies tools and techniques for mitigating proposal risk and introduces the concept of using criteria for mitigating performance risk.  

Characteristics of High Performance Organizations - A discussion of the core values and concepts that are found in high performance organizations.  The Baldrige criteria are results-oriented indicators that are used to measure and assess an organizational performance practices, capabilities and results.  The core values and concepts are:

¨The Baldrige Criteria for Performance Excellence - An introduction to the Baldrige Criteria, with a practicum on the application of these criteria for proposal evaluation and source selection. 

Afternoon Session

The afternoon session is devoted to a series of case studies and directed discussions that actively engage the participants in considering:  

  • Evaluation criteria that are indicators of an offeror's likelihood of achieving performance excellence.

  • How to prepare a successful proposal that demonstrates both the strength of the proposed solution as well as the ability to achieve performance excellence. 

  • How to evaluate proposed solutions against performance criteria.

  • How to evaluate proposed offeror against criteria for performance excellence.  


After completing this seminar, you will have a thorough understanding of source selection criteria that result in identifying and selecting sources that are capable of achieving performance excellence.  You will have the skills necessary to assist an integrated solution team in: 

  • Attracting proposals that will achieve the goals and objectives of a performance-based services acquisition;

  • Identifying  evaluation criteria that are indicators of an offeror's likelihood of achieving performance excellence; and

  • Evaluating both the strength of the proposed solution as well as the potential of an offeror to achieve performance excellence.
