PERFORMANCE BASED SERVICES ACQUISITION - PERFORMANCE MANAGEMENT
This one day seminar is
designed to introduce the participant to the tasks and skills required to
successfully measure performance and manage a performance-based services
acquisition. Following is an overview of the seminar:
Morning
Session
Overview
of PBSA - A summary of overall
objectives of PBSA and its key components.
Includes a brief comparison of PBSA and design or specification-based
acquisitions.
Measuring
Performance -
Any successful
procurement requires that the government be able to identify how they will
evaluate and assess contractor performance. This session provides an
overview of key performance indicators related to performance requirements and
the considerations that need to be identified when choosing performance
standards and measures that permit the parties to accurately judge whether
performance is satisfying expectations.
Performance
Incentives
- Specific performance
incentives are frequently included in PBSAs. This section examines the
major types of performance incentives and the key considerations to be addressed
in their use. We discuss the common elements of a performance incentive
structure, and identify the incentives inherent in different contract types.
Managing Performance
- A discussion of
how to assist in the successful management of a performance based services
acquisition through the review of contractor performance and identification of
the key steps to successful performance management.
Particular emphasis is placed on the importance of tailoring the level of
performance measurement to the desired outcomes, assisting
in reviewing contractor performance; and reporting contract performance into
past performance systems.
Afternoon
Session
The
afternoon is devoted to a series of case studies and directed discussions that
actively engage the participants in considering:
- ¨Are
we measuring the right things?
- Is the
acquisition achieving its cost, schedule, and performance goals?
- Is the contractor
meeting or exceeding the contract's performance-based requirements?
- How effective is
the contractor's performance in meeting or contributing to the agency's
program performance goals?
- Are there
problems or issues that we can address to mitigate risk?
After
completing this seminar, you will have a thorough understanding of the
fundamental techniques of managing a performance based acquisition that can be
immediately applied in your job. You will also gain the skills necessary
to guide an integrated solution team through the key steps to successful
performance management.
