Department of Defense

Defense Pricing and Contracting (DPC)/Contracting eBusiness (CeB) - Purchase Card Program

Sterling Heritage uses its experience and expertise with DoD, its electronic acquisition and financial management systems, and management and operation of charge card programs in the unique circumstances DoD operates (e.g., in theater and at sea) to provide analytical, technical and program support, perform studies and analyses, make recommendations and develop draft documents related to charge and payment cards.

Defense Pricing and Contracting (DPC)

Sterling Heritage supports the Office of the Secretary of Defense's (OSD) Director for Procurement and Acquisition Policy with personnel providing policy support to the Office of Program Acquisition and Contingency Contracting (PACC) and strategic planning and program support to the Office of Program Development and Implementation (PDI).

Defense Acquisition University

Mission Focused Services Acquisition

Sterling Heritage developed a five-day training program on Mission-Focused Service Acquisition. This is a DAU resident course for cross-functional Department of Defense professionals. We developed over 26 hours of classroom instruction, case-based exercises, and exams. The course objective is to apply the tenets of performance-based acquisition to the procurement of mission-focused services. The course materials include slides, visual aids, case exercises, role plays and media tools that are highly effective in providing an in-depth learning environment.

United States Navy

Naval Sea Systems Command (NAVSEA)

NAVSEA established twenty Multiple Award Contracts (MAC) to provide engineering, logistics, financial and program management services in support of NAVSEA program offices. Sterling Heritage facilitated workshops with each of the program offices and the MAC contractors to convert cost-based Statement of Work (SOW) Task Orders to Fixed-Price Performance-Based Task Orders.

United States Army

Commission on Army Acquisition and Program Management in Expeditionary Operations

Sterling Heritage provided program management support to the Commission. We documented and analyzed testimony by Army leaders and experts, documented and summarized and the results of Army and DoD data and identified critical issues. Our team analyzed the personnel data for the Army workforce and compared it to the other Military Services. Sterling Heritage drafted the commission’s final report, Urgent Reform Required: Army Expeditionary Contracting, published October 31, 2007.

Program Executive Officer - Enterprise Information Systems (PEO-EIS)

Sterling Heritage provides acquisition support to the Army’s Program Executive Office for Electronic Information Systems. We are currently assisting on the acquisition of the Army Enterprise Systems Integration Program (AESIP), the Army's primary source to support the Warfighter's information dominance objectives. We are also supporting the General Fund Enterprise Business System, (GFEBS), the Army enterprise financial management system.

Power Projection Enabler (P2E)

Sterling Heritage personnel, under a subcontract to LMI, provide comprehensive acquisition support to the program office. This includes drafting Determination & Findings (D&Fs), Justification & Approvals (J&As), Services Contract Approval Requests (SCARs), Independent Cost Estimates (IGEs) and other acquisition documents for P2Es Systems Engineering and Technical Assistance (SETA) contracts.

Global Combat Support System – Army (GCCS-Army)

Sterling Heritage personnel, under a subcontract to LMI, are reviewing Army financial transactions and assisting Army activities to their financial records ready for conversion to GCSS-Army. We review financial load files to determine what records are ready for conversion and make recommendations for correcting records that are unsuitable. We continually provide status reports on the process to convert to GCSS-Army and make recommendations for improvements to the process.

United States Air Force

30th Space Wing, Vandenberg Air Force Base

Sterling Heritage provided acquisition training and courses to the Air Force’s 30th Contracting Squadron personnel in the areas of contract specialists, quality assurance managers, program managers, engineers, and pricing analysts. We provided numerous classes through instructor led training: Managing Performance Based Acquisitions, Commercial Items Acquisition, Ethics & Procurement Integrity, Cost and Price Analysis, Negotiations, and Technical Evaluations..

Elmendorf Air Force Base, Alaska

Sterling Heritage conducted a series of facilitated, structured, action workshops to assist the multifunctional acquisition team that included the contracting officer, contracting officer’s representatives, hospital director, and logisticians to develop a performance-based acquisition for Hospital Operation & Maintenance (O&M) services at the 3rd Medical Center, Elmendorf AFB Alaska.

Department of Veterans Affairs

Veterans Affairs Acquisition Academy (VAAA)

Sterling Heritage is assisting in monitoring and consulting regarding various requirements for the five VAAA Schools of Expertise by providing Academic Administrators and support who provide the Learning Standards Office with academic services, research and performance measurement.

Veterans Health Administration (VHA)

Sterling Heritage is assisting the Veterans Health Administration in the rapid and agile development, implementation, and deployment of VA Point of Service (VPS) kiosks. Our team is responsible for the creation and maintenance of requirements documentation (use case specifications, supplemental specifications, software requirements specifications, and other documents according to VA guidance).

Minneapolis VA Health Care System (MVAHCS)

Sterling Heritage supports the Minneapolis VA Health Care System (MVAHCS) Surgery/Specialty Care Patient Service Line (SSC-PSL). We currently assist the SSC Program Office in the preparation of documents required for the acquisition of services of physicians and surgeons and other medical professional services and supplies.

Department of Homeland Security

U.S. Citizenship and Immigration Services (USCIS)

In support of the USCIS Direct Mail Program, the Sterling Heritage team successfully assisted a smaller federal agency with a major acquisition. Through our efforts with the Action Workshop and the draft SOW, Sterling Heritage provided a clear, polished SOW conforming to PBSA principles. Furthermore, by providing custom assistance to the USCIS through drafting the acquisition strategy, the acquisition plan, the source selection plan, and finalizing the SOW, we offered the USCIS a full, functional plan to support the USCIS’ Direct Mail Program.

U.S. Citizenship and Immigration Services (USCIS)

Sterling Heritage supports the Department of Homeland Security United States Citizenship and Immigration Services (USCIS) Office of Information Technology (OIT) in providing professional services in program management, technology management, fulfillment operations, hardware sustainment, and wireless fulfillment. We provide Asset Management and Hardware Sustainment support to the DHS OIT. Software Asset Management support activities include providing technical and administrative assistance to assure the assets, products and services purchase and installed conform to service level agreements, contract specifications, agreed upon schedule and the expected level of quantity and quality. We provide user assistance, software installs, purchases, renewals, removals, entitlement and proof of purchase tracking, network scan reconciliation, download assistance, procurement package documentation, updating USCIS tools, oversight and reporting and software asset management.

Office of Surface Mining, Reclamation and Enforcement (OSMRE)

Sterling Heritage is currently providing OSMRE with full lifecycel acquisition support services. Our Acquisition Specialists assist OSMRE in all aspects of the entire contract lifecycle including pre-award, award, post-award and contract close out support services.

Federal Transit Administration (FTA)

Sterling Heritage assisted the Federal Transit Administration (FTA) in improving their Project Management Oversight Program by identifying performance metrics for the Federal Transit Administration’s Operating Procedures. Our team analyzed FTA’s Project Management Oversight Program Guidance and drafted Acceptable Quality Level (AQL) structures for use in managing FTA’s oversight contractors’ performance.

Sterling Heritage reviewed Howard University's policies, procedures, and practices to determine whether its support organizations were in compliance and carried out their functions in the most efficient and cost-effective manner, protecting and advancing the best interests of the University. We analyzed spending, reviewed operations, interviewed staff, and benchmarked against commercial, academic and government best practices.
