Karen currently supports the DPC by performing acquisition and contract management functions. She is also facilitating the SmartPay 3 source selection efforts for PCPO, Army, Air Force, and Defense Agencies.

Michelle currently supports DPC by performing a variety of complex business analysis activities. She works with project leadership and other stakeholders to document the DoD Purchase Card software product’s vision and the project’s scope. She also conducts research regarding cyber security risk and policy as it relates to the DoD purchase card program.

Amy provides program management support for the DoD Charge and Payment Card Analytical, Technical and Program Support services contract. Amy works with clients on annual updates to the DoD Government Charge Card Guidebook and Purchase Card Management Plan and supports various stakeholder meetings.

Bill joined Sterling Heritage in 2007 to support the Commission on Army Acquisition and Program Management in Expeditionary Operations to examine the in-theatre system for acquisition and contracting. Subsequently, Bill supported the Office of the Secretary of Defense's (OSD) Director for Procurement and Acquisition Policy, providing initiatives for contracting in a combat/contingent environment (C3E).

Bill is an experienced acquisition professional and manager with more than 30 years of direct, hands-on experience in acquisition and contracting. For almost two decades, Mr Kley served in a senior acquisition policy and contracting position in the Office of the Deputy Assistant Secretary of the Army where he advised and assisted Army elements in all aspects of contracting matters, assured the application of competition initiatives, and participated in the development, coordination, and dissemination of procurement policy. Prior to his position in the Army, Bill served a procuring contracting officer at the Naval Air Systems Command for for the AV-8B Harrier aircraft including the 25 mm Gun-Pack, Gas Turbine Starter/Auxiliary Power Unit (GTS/APU), Angle Rate Bombing Set (ARBS), and test equipment.
Bill is a Certified Acquisition Professional – Level III in Contracting and Certified Acquisition Professional – Level III Program Management. Bill was the recipient of numerous awards including the Army Achievement Medal for Civilian Service.

Ms. Nance serves as a GPC SME and assists organizations in standing up GPC programs. She provides guidance to the A/OPC; researches regulations and policies and provides samples to ensure their program meets all legal requirements.

Karen provides ongoing program management office support to the DLA program office. She manages the portfolio of IT tools comprising the contingency business environment, from developing acquisition strategies, developing program budgets, managing program finances to assessing technical feasibility to providing user support (developing user manuals, providing help desk support).

Lou Gaudio is the president of Sterling Heritage Corporation, which was founded in 2000 for the purpose of helping Federal organizations implement complex programs, policies, and improvement initiatives.

Prior to Sterling Heritage, Mr. Gaudio served in Office of the Under Secretary of Defense (Acquisition, Technology & Logistics) where he played a key role for many years in initiatives to simplify the way the Government acquires commercial products and services. These efforts culminated with enactment of Title VIII of the Federal Acquisition Streamlining Act (FASA) and Mr. Gaudio was primarily responsible for drafting the implementing regulation in Part 12 of the Federal Acquisition Regulation.
Mr. Gaudio has served as a program manager at the Logistics Management Institute and in acquisition policy positions in the Office of the Assistant Secretary of the Army (Research, Development and Acquisition), the U.S. Army Materiel Command, and the U.S. Naval Air Systems Command. He has also served as a legislative aide to Congresswoman Barbara B. Kennelly, as a lobbyist for the Connecticut Conference of Municipalities, and as an adjunct professor at the Naval Postgraduate School.
Mr. Gaudio was a 1981 Presidential Management Intern. He has attended executive courses at the Center for Creative Leadership, the Darden School of Business, the Federal Executive Institute, and the Kennedy School of Government.

Diane serves as a Government Purchase Card (GPC) Subject Matter Expert. In her current role, she provides updates to DoD GPC written reference and training materials. She also prepares training packages and coordinates enhancement changes required for the DoD mandated data mining system.
Prior to joining Sterling Heritage, Diane served as a member of the US Federal government.Throughout her 30 year career in professional contracting, she held a variety of positions including supervisor, team leader, contracting officer, leasing analyst, contract specialist, procurement analyst, purchasing agent and purchase (credit) card program manager.
Diane is DAWIA Level III certified in contracting. She is also a member of the Defense Acquisition Corps.

Mukur currently serves as the program manager and supports DPC in a lead business analyst capacity. He provides policy support, systems development support, and functions as the DoD community POC for the purchase card program.
Mr. Hazari holds a Bachelor of Science in Supply Chain Management and Information Systems from Penn State University with a Minor is International Business.
Mukur spent 7 years at IBM, where he was a Managing Consultant supporting a number of Federal and Public Sector clients. He has held many roles including: Testing Team Lead, Federal acquisition systems Subject Matter Expert, Senior Business Analyst and Help Desk manager. He has managed multiple projects and teams, designed user management and website processes, and collaborated between multiple functional and technical teams to ensure requirements accuracy.
As part of IBM’s corporate service responsibility initiative, Mukur worked in Nairobi, Kenya on development projects to effect positive impact on the country. Mukur speaks English, Gujarati, and French. He is a Certified Supply Chain Professional (CSCP).

Sue is responsible for Sterling Heritage Corporation’s marketing and business development. She is also responsible for executive recruiting and placing employees in positions supporting Sterling Heritage’s clients. Sue is currently spearheading Sterling Heritage’s expansion into a new area of Government consulting, Wellness and Organic Foods. Sue has always had a special interest in promoting healthy food and nutrition. She holds a Master of Science Degree in Health and Wellness from Trinity University and her lifelong passion has been focused in this area. Sue will be marketing to the Federal Agencies involved in health, nutrition and agriculture with the goal of assisting our client’s efforts to promote a healthier population.

Ms. Croll serves as GPC Program Management SME and assists with review, analysis and implementation of statute and regulation via the DoD Oversight system. She provides provides business, operational, and user interface analysis and insight related to US Bank Access Online, Procurement Integrated Enterprise Environment (PIEE) Joint Appointment Module (JAM), Mastercard Insights on Demand (IOD) Data Mining, and the Purchase Card Oversight Module (PCOM) based on over 20 years in GPC account and program management. She also provides analysis and recommendations for system and program changes from the CH/ABO working level to Component Program Manager viewpoints.

Sharon currently serves as a Government Purchase Card (GPC) Subject Matter Expert. In her current role, she provides policy guidance and recommendations to DoD GPC program office. As a civilian in Air Force Contracting, she held several senior leadership positions to include Director of Plans and Programs, Director of Small Business, and over saw the AF Civilian Career Program. In her last position with AF, Sharon served as the Air Force Level 2 Component Program Manager managing the GPC program portfolio valued at $15 Billion.
Sharon completed Air Force Senior Leadership Development Air War College in 2008 and received Outstanding Civilian Career Service Award upon her retirement in 2021.

Sami currently supports DPC as a Business Systems Analyst. In this capacity, he performs requirements gathering, analysis, design, validation, troubleshooting existing functionalities and enhancements to various DoD systems and applications. In addition, he is responsible for performing program management and program tasks for the Government Purchase Card program. His responsibilities include data mining, reporting as well as program support at executive level briefings.
Sami holds a Bachelor of Science in Human Resource Management from Virginia Commonwealth University.
As experienced Business Analyst, Sami brings over four years of experience evaluating and improving business systems and enhancing overall project performance. Bringing forth strong project management skills and impeccable communication skills, leading to ultimate productivity.
